In your capacity as a Project Manager, you have been commissioned to develop a Project Proposal Document in response to the EU Funding and Tender Opportunity 

Project Title: Building Resilient Innovation for Digital & Green Enterprises (BRIDGE)

Background

The transition to a digital and green economy is now central to economic resilience, competitiveness, and sustainability worldwide. In the European Union, digital transformation and sustainability are strategic priorities, recognising that digitalisation and environmental sustainability go hand in hand to drive innovation, growth, and job creation. EU policies and funding programmes such as the Digital Europe Programme (with a planned EUR 7.5 billion budget) support advanced digital technologies—including AI, cybersecurity, supercomputing, and digital skills enhancement—across industry and society, with a specific emphasis on small and medium-sized enterprises (SMEs) to foster competitiveness and resilience.

SMEs represent 99 % of all non-financial businesses in the EU, employ nearly 89 million people (around two-thirds of sector employment), and contribute more than half of the EU’s value added. Their digital and green transformation underpins broader economic performance and social cohesion. 

The BRIDGE 2025 facility, funded by the European Union, supports businesses worldwide in adopting digital technologies and environmentally sustainable practices. It aims to strengthen competitiveness, resilience, and export readiness, with targeted support for women-led, youth-led, and rural enterprises. Funding of up to EUR 100 000 (up to 60 % of eligible costs) is available for eligible projects that advance green or digital business transformation.

Building digital capabilities while embedding sustainability principles and the United Nations Sustainable Development Goals (UN SDGs) is essential for long-term enterprise resilience. This project aims to help emerging enterprises in a selected country adopt sustainable digital and green models to enhance competitiveness, create jobs, and support community resilience amid global economic transitions.

Objective

To develop and justify a comprehensive project proposal that designs and implements an enterprise development initiative under the BRIDGE 2025 framework. The project will support the digital transformation and green transition of your choice of Micro, Small and Medium Enterprises (MSMEs) in the UK, contributing to economic resilience, environmental sustainability, and inclusive job creation, especially for women and youth. The project will focus on integrated digital tools and environmentally sustainable business practices, strengthening entrepreneurial capacity and connecting enterprises to regional and international value chains.

Specific Requirements

1. Develop initiatives that enable suitable MSMEs of your choice to adopt digital technologies (e.g., e-commerce platforms, cloud-based operations, AI tools) to improve efficiency, market access, and competitiveness and include one or more of the following:

  • Support digital capacity building through training and mentoring, focusing on digital business models, cybersecurity, data analytics, and online marketing.
  • Enhance access to digital infrastructure and services that reduce operational costs and support growth.
  • Integrate environmentally sustainable models, such as resource-efficient production, renewable energy adoption, waste reduction, and circular economy approaches.
  • Support enterprises to develop and promote green products and services that reduce ecological impact and open new market opportunities.

2. Deliver tailored capacity building that builds business planning, financial literacy, and sustainable leadership skills.
Priorities (consider all)

Green & Digital Infrastructure:

  1. Invest in scalable digital infrastructure and sustainable technologies that enable enterprises to compete regionally and internationally. This includes secure digital operations, cloud solutions, and energy-efficient systems.
  2. Multi-Stakeholder Collaboration (minimum three entities)
    Engage local authorities, private sector partners, NGOs, research institutions, and industry associations to ensure a holistic ecosystem approach to digital and green enterprise development.
  3. Prioritise participation of women-led, youth-led organisations, ensuring equitable access to training, finance, and market opportunities.
  4. Value-Chain Integration
    Support modernisation of business value chains through digital platforms, streamlined logistics, and green certification processes that meet regional and international standards.
  5. Capacity Building
    Deliver comprehensive training on digital adoption, sustainable business practices, financial management, and regulatory compliance to strengthen enterprise readiness.

Project Specifics

  • Total Requested Grant: Up to EUR 100,000 from the BRIDGE 2025 facility (covering up to 60% of eligible project costs).
  • Co-Financing Requirement: A minimum of 40% of total eligible costs must be provided by the lead applicant and/or project partners.
  • Project Location: The project must be designed and implemented in the United Kingdom, with delivery focused on a UK city of the student’s choice (e.g. London, Manchester, Birmingham, Leeds, Bristol, etc.).

Project Proposal Structure

The Project Proposal Document should include the following sections:

1. Project Initiation

  • Project Title: A clear, outcome-oriented name.
  • Overview - Business Case / Justification:

In this section, briefly explain the problem or opportunity the project addresses and its relevance to the BRIDGE funding priorities. You must clearly identify the proposed project consortium, including the lead Small or Medium Enterprise (SME/MSME) applying for the funding and at least two additional partner organisations (for example local authorities, NGOs, academic institutions, industry associations, or other SMEs). All consortium members must be real organisations, and their relevance to the project and expected contribution to project delivery should be briefly explained.

Justify the choice of city and describe the local digital and/or green innovation ecosystem, demonstrating how the project aligns with donor and funder priorities, relevant national and regional strategies, and the United Nations Sustainable Development Goals (SDGs).

Clearly identify the primary beneficiaries of the project and articulate the intended long-term economic, social, and environmental benefits, explaining how the project will deliver sustainable impact beyond the funding period.

2. Project Planning

  • Project Scope Statement:

Defines what is included and excluded from the project: Cover geographical area, thematic boundaries (e.g., eco-tourism, aquaculture), and time frame.

  • Milestones and Timeline (Gantt Chart):

You must provide a visual project schedule in the form of a Gantt Chart that outlines key milestones, deliverables, dependencies, and timelines, clearly indicating responsible teams or partners. Additionally, a detailed Work Breakdown Structure (WBS) must be included in the Appendices, showing the hierarchical breakdown of the project into major work packages, activities, and tasks.

  • Budget and Resource Plan:

You are expected to provide cost estimates per activity/output, a clear allocation of resources (e.g., personnel, equipment, training), and an outline of financial control mechanisms. Set a clear structure for collaboration between Small and Medium Enterprise(s) (MSMEs), and the other members of the consortium (e.g. NGOs, academic institutions, local authorities, etc.). Responsibilities should be clearly assigned using the RACI (Responsible, Accountable, Consulted, Informed) framework.

  • Stakeholder Engagement Plan:

Key stakeholders must be identified, their influence analysed, and a targeted communication and feedback strategy outlined to support effective engagement throughout the project lifecycle. The project should demonstrate a critical approach for community engagement and gender inclusion throughout its design and delivery.

4. Quality Standards, Monitoring and Evaluation (M&E)

This section should present a critically informed discussion that reflects appropriate professional project standards, clearly outlining quality measures, appropriate key performance indicators (KPIs), and impact evaluation, supported by relevant theoretical frameworks and in-text academic references.

5. Risk Management Plan

This section should identify, synthesise, and evaluate the key risks associated with the project, including political, operational, environmental, financial, and reputational risks. Your analysis should be presented through a structured Risk Management Plan that includes a risk matrix assessing the probability and potential impact of each risk, as well as clearly defined mitigation and contingency strategies to prevent, reduce, or respond to potential disruptions throughout the project lifecycle.

6. Project Closure and Sustainability

Exit Strategy: You should outline handover mechanisms to local institutions or governments, capacity-building measures to ensure long-term impact and Project closure arrangements.

7. Appendices:

  • WBS
  • UN SDGs Mapping Matrix
  • Any additional analysis or supporting documents—such as stakeholder maps, needs assessments, feasibility studies, or policy alignment matrices—that provide justification for the project scope and contribute to the clarity, coherence, and effectiveness of project planning and implementation.
