| Vocational Scenario (or Vocational Context) | You have started a new job working as an assistant to the health and safety manager at a new construction company, which has been formed by the merger of two local contractors and new investment is resulting in rapid expansion and growth.
As the two companies that have merged, both had less than 5 employees they were not required to have any written polices or risk assessments, therefore there is a lot of work required to ensure that the new company is compliant in Health, Safety and Welfare law. The new investment and the recruitment of a new management team means that the company will expand its workforce to undertake larger and more complex construction projects. |
| Task | The first task you have been given, by the health and safety manager, is to produce a presentation about the effectiveness of health and safety legislation and regulations, and the importance of training and education; this presentation will be used for new worker inductions.
In order to do this, you need to discuss the main pieces of legislation that affect the construction industry, you will provide an assessment of how effective each piece of legislation is at controlling health, safety and welfare risks in construction, with reference to health, safety and welfare, training and education. By considering the benefits and drawbacks of each piece of legislation, with consideration to the education and training that should be provided, you should produce valid and relevant conclusions about the effectiveness of the legislation and the training used in controlling and minimising the hazards and risks on construction sites including fatalities, major and minor incidents and ‘near misses.’ Your presentation will provide justifiable conclusions about the effect the legislation and associated education and training, has had on health and safety risks. A minimum of 3 pieces of legislation should be included including the Health and Safety at Work etc. act.1974. |

The new construction company has been successful in tendering for work and needs to put together information for the health and safety file, this will include risk assessments and method statements.
One of the company’s first contracts is the redevelopment of an old derelict mill, which is going to be converted into new apartments. The mill has been left derelict for some 10 years. Some images are shown below to indicate the state of disrepair. The initial works will consist of stripping out the old buildings by removing the old doors, windows, services, and pipe work. Then existing timber work will be assessed and repaired/replaced, all old plasterworks will be removed and all flooring. As alterations have been carried out on the buildings over a period of many decades, it is anticipated that some asbestos will be present. There will be the use of handheld plant, such as reciprocating saws and demolition hammer drills to aid with the task and speed it up as much as possible. It is also anticipated that some of the structures will be unsafe and there is also signs of the building being used by homeless people and various animals. |

The health and safety manager has given you the task of completing a risk assessment for the initial works on site, and a method statement to support it, that will explain how the works should be carried out to ensure that safe and effective systems of work are used. To ensure your risk assessments and method statements are going to be effective and suitable, you also need to produce a report that provides an evaluation of your safe system of work and the processes involved in its production. This report will cover all aspects of the process involved in the production of safe systems of work. Including hazard identification, minimising risk and an explanation of the reasons why your selected safe systems of work are effective and appropriate. |
