Your work should be presented in REPORT FORMAT:
- Title
- Contents
- Short introduction (no more than 50 words) stating the sector, country and purpose of the report
- Section 1: PESTLE analysis ending with 2-3 factor judgement
- Section 2: Five Force analysis ending with attractiveness evaluation
- Section 3: KSFs and strategic implications
- Appendix A: Full PESTLE table
- Further appendices if they show depth of research
The brief is an ANALYSIS task, not a DESCRIPTIVE task. Marks will be awarded in your narrative for current, detailed factors that matter and impact the most.
FOR EACH P.E.S.T.L.E CATEGORY analyse the 1 or 2 most significant factors and assess their impact on the HE sector in the narrative of your assignment. Evidence each of your points with credible references. Use in-text citations consistently throughout your narrative to support all your assertions.
Avoid generic points such as ‘technology is advancing’ or ‘the economy is uncertain’. A good factor is specific enough that it could not be cut and pasted into a report on a different sector.
The full PESTLE analysis (identifying all the relevant factors for each category) should be presented as a table in an appendix. This will be relevant and useful for use in assignment 010-2.
As a summary to Task 1 briefly highlight the most critical strategic opportunities/threats (2-3 factors chosen from the full scope of factors identified above) and explain why you have made this judgement. Useful criteria are the scale of the impact, how likely it is, how soon it may happen and how little control organisations have over it.
For each force, write the following:
- The rating: Low, Medium or High. This is your judgement based on the evidence;
- The evidence. Two or three specific points, with in text references to support.
- The reasoning: Why specific evidence leads to that rating
Evaluate overall attractiveness:
- Which forces matter most, and which are of secondary importance?
- Is the sector attractive for providers in general or does it differ between strategic groups (types of provider)
- Are any forces likely to change in the near future?
A KSF is a capability or resource that providers must have to compete successfully in the sector, given the external conditions you have analysed. It determines what the sector demands of any provider. It is not a restatement of an environmental factor: ‘rising costs’ is a pressure whereas ‘strong cost and financial management’ is a capability that responds to it.
Look at the PESTLE and Five Forces analysis. For each high impact/high intensity force, ask: what must a provider be able to do to survive and succeed in these conditions? Several findings from the external analysis often point to the same capability requirement which will support your judgement.
1. State it clearly in a short phrase, such as ‘a capability a provider must have….’
2. Justify it in one or two sentences, naming the specific PESTLE or Force rating it comes from
3. Keep it specific to HE and to your evidence. Generic factors such as ‘good leadership’ or ‘customer focus’ will attract fewer marks unless you tie them to your findings
Say what your findings mean for HE providers (the strategic group) in general (not specifically ARU), given the current external context. Good implications are choices – such as where providers must invest, what they should stop doing or how the sector may need to reshape or refocus. Avoid summarising the KSFs.
