Overview of Assignment 2

You take the role of a Digital Transformation consultant to answer five questions in relation to the digital transformation journey of an organisation (see below).

Requirements of Assignment 2

This report should be 2,500 words (±10% and excluding the references and appendices from word count). To complete thisreport, you should analyse the given case study about digital transformation in the organisation and answer the questions below. This report does not have any prescribed structure and should simply focus on answering the questions.

1) How does MyGov leverage technology to promote inclusive and participatory governance?
- Discuss how specific features of the platform—such as Do, Discuss, and Poll/Survey— support citizen engagement.
- Consider how crowdsourcing, crowdscoring, and mobile access enhance inclusivity, and illustrate your points with examples such as the Net Neutrality debate or the Swachh Bharat logo contest.

2) What stakeholder-related factors influence the long-term adoption and effectiveness of MyGov?
- Examine how trust and power dynamics among citizens, policymakers, and technology providers shape perceptions of the platform’s legitimacy and usefulness.
- Reflect on participation disparities across urban and rural areas, or among different user groups, and explain what these reveals about broader engagement challenges.

3) What structural reforms are needed to overcome MyGov’s limitations and realise the full potential of digital citizen engagement?
- Focus on addressing challenges such as linguistic diversity and accessibility.
- Evaluate whether introducing formal legislative frameworks could improve the transparency, responsiveness, and policy influence of the platform.

4) How could blockchain enhance transparency, security, and trust in MyGov, and what governance risks might arise?
- Analyse issues related to data immutability, identity management, and scalability in a diverse context such as India.
- Consider whether blockchain could unintentionally exacerbate digital exclusion, and what implications this might have for equitable access.

5) How might Generative AI (GenAI) be used to enrich citizen engagement on MyGov, and what ethical safeguards are necessary?
- Discuss how GenAI could support personalised civic education, multilingual interaction, and policy co-creation, while also addressing risks related to misinformation, bias, and privacy.
- Propose safeguards to ensure ethical, inclusive, and democratic use of GenAI in governance platforms.
