Introduction

A private developer has acquired a piece of land along Jalan Uplands (Jalan" in the locality map means road.) as shown in Appendix A. Being transit-oriented development, the project site is situated close to an upcoming autonomous rapid transit (ART) station, the Swinburne Station, which is located within walking distance of 500 m away. The development is strategically situated within walking distance to Swinburne University of Technology and Borneo Medical Centre. 

The proposed development is an urban mixed development consisting of: 

  • 3-storey mall
  • Condominium above the mall (300 units of various sizes);
  • 1 level of underground parking to service the mall, 2 level carparks to service the residents and limited outdoor parking. 

Two access points to the site have been proposed, i.e. Entrance 1 and Entrance 2 (see Figure A1). The locations of the gates are marked with red circles on the map. One of the entrances is connected with Jalan Upland, while the other is connected to Jalan Ong Tiang Swee. 

Due to the expansion, it is expected that additional traffic generated from the new site will have traffic impacts on, but not limited to, Jalan Ong Tiang Swee, Jalan Upland and Bulatan Upland (Upland Roundabout). 

The developer is concerned with the traffic impact on the existing roads, particularly during peak hours. They have appointed your team to conduct an appropriate Traffic Impact Assessment (TIA). A TIA report outlines the current traffic flow and its surrounding conditions, forecasts future traffic due to the new development, identifies improvements, and concludes with recommendations.

Your group is tasked to conduct and write a partial TIA report. Use the guidelines provided to help you in preparing your TIA report. You may make your assumptions wherever necessary. State these assumptions clearly.

CVE30003 Guidelines (Your Tasks) 

1. Do a desk study of the existing environment of the expected impact areas along Jalan Ong Tiang Swee, Jalan Uplands, and beyond. This study shall analyse the land use, demographic and economic activity. You should limit the scope of your study, i.e. define the boundary of the impact areas. The boundary should be large enough to include areas/roads that may be impacted by the new development but not too large until you have to cover a lot of unnecessary areas. Assess the current traffic conditions and users by noting the traffic movements, road classification, road length, road width, property boundaries, etc. [ULO4] 

2. In view that the new development may have an impact on the existing traffic, plan some traffic studies to enable you to evaluate the existing traffic conditions. These traffic studies must be able to capture the traffic movement and traffic volume within the defined boundary from Step 1. Your proposed traffic studies must be described in detail, with all the necessary forms to perform the studies. Please indicate each surveyor'srole for the survey, the location, and any other details. You may use or modify the Turning Movement Count form found in Appendix B. [ULO1] 

3. As part of the obtaining traffic data, conduct a turning movement count at the signalised intersection of Jalan Ong Tiang Swee and Jalan Uplands and Swinburne's Main Entrance. This is part of assessing the existing traffic flow pattern. 

a. The traffic count is to be conducted for morning and evening peak hours, i.e. 7.45 -8.45 am and 5.00 -6.00 pm, respectively. The vehicle categories to be recorded are by "A Guide to Design of Traffic Signal" (ATJ 13/87). You may use or modify the Turning Movement Count form found in Appendix B. 

b. It will be difficult for you to do this in your group of three members. It is suggested that you combine with other groups. In your report, please state the names of all the surveyors from the different groups. Plan well the role of each group member before conducting the survey. Please observe safety rules and get reflective vests from the lab. 

c. The traffic volumes are then to be converted into passenger car units (PCU). The PCU conversion factors can be obtained from "A Guide to Design of Traffic Signal" (ATJ 13/87). 

d. Summarise the traffic volumes at both intersections (signalised intersection and Main Entrance) and present these results as turning movement count (you only need to present one drawing for both intersections). [ULO1] 

4. Propose and design a combination of treatments for the two entrances using 
a. Entrance 1 - channelisation and roundabout 
b. Entrance 2 - channelisation only to provide the entry and exit point of the new development. Draw your proposed treatments to scale in AutoCAD, complete with control devices such as signs and line markings. Please refer to the appropriate standards and guidelines for the drawing. Your proposal must take into consideration

5. Describe and discuss the four-step transport modelling and its application in forecasting the additional traffic generated from the new development. Your discussion should focus on what is involved in each step and what your assumptions are for the step. Please contextualise your discussion to the site. You may use the following steps to help you.

a. Trip Generation: How to determine the trip generation? How many trips are generated? Please make use of the trip generation graphs that can be obtained from "Trip Generation Manual 2010 Malaysia" (Highway Planning Unit, Ministry of Works Malaysia).

b. Trip Distribution: Use the existing traffic flow in Steps 1 and 3 to distribute the traffic from the new development. Where are the possible ends of the trips? Make your assumptions, if necessary.

c. Mode Split: What are the mode splits for the study area?

Submit a ready-for-printing softcopy report and all other relevant files (calculations, AutoCAD, etc, please zip all files into one folder) to Canvas (further instructions on Canvas). 

Marks will be allocated on the following criteria. 

  • Thought and explicit consideration of the bigger picture in arriving at your conclusions, calculations.
  • Demonstrating an understanding and application of safety considerations and investigation.
  • linking and structuring your assignment so that each section logically links from one to another. 
  • Any relevant additional investigation of the site. 

The report is to be typed with 1.5 line spacing. Names of group members and group number should only be written on the attached cover sheet (Please do not write your names as header/footer on every single page). Your report is LIMITED TO 80 PAGES(including references and appendices, if any). A penalty of 5% will be deducted if the page limit is exceeded. 

Penalties for late work: 10% of the allocated mark will be deducted for each day late up to a maximum of 3 days, after which it will not be accepted. Any part of a day will be counted as 1 day.
