BUS353 Project Management TUTOR-MARKED ASSIGNMENT (TMA)  

This assignment is worth 20% of the final mark for BUS353 Project Management.  

The cut-off date for this assignment is 31 August 2025, 2355hrs.

Background  

Central Development Council (CDC) is a district management council that is responsible for the development and maintenance of district amenities to cater to residents’ daily lives and their well-being. It also organises activities which help implement government policies and foster community spirit.    Assume it is now the end of the calendar year, and the CDC is planning its operations for the next year. The senior management is considering which projects to embark on. Assume you are the Operations Manager at CDC.  The mayor, Mr. Osman, has asked you to assess the following projects.

• Project A: Repaint twenty blocks of housing flats in a precinct, which is to be done every five years. 
• Project B: Install solar energy panels on top of some buildings. 
• Project C: Enlarge foot paths to separate pedestrians and cyclists.  
• Project D: Prepare financial reports for auditing by the Attorney General's Office (AGO). 
• Project E:  Organise a community celebration for SG60, the nation’s 60th birthday.  
• Project F: Contract Professional Development Centre of Singapore University of Social Sciences (SUSS) to train CDC’s staff on improving service quality.  

Question 1  

(a) Categorise each project, Project A to Project F, into one (1) of the following categories: Compliance, Strategic or Operational categories with justification on how the project will fulfil the CDC’s roles or affect its operations.    

Note:  

• To answer this question, it will be useful to do some research on the nature of similar projects to gain an understanding of each. State any assumptions made.
• The maximum word count is 400, and the number of words should be indicated at the end of the answer.  (42 marks) 

 (b) CDC’s Senior Management has decided to repaint the twenty blocks of housing flats as described in Project A. It is called the Housing Flats Refreshment (HFR) Project. Assume you are the Operations Manager at CDC. You have been appointed by the mayor, Mr. Osman, as the HFR Project Manager. As a public organisation, the Estate Department of CDC needs to come up with a Request for Proposal (RFP) and invite contractors to bid for the project. Before starting the project, it is important that you consider how it will evolve. 

 In a report, introduce the Project Life Cycle (PLC) to the CDC Senior Management and relate the four (4) phases of the Project Life Cycle (PLC) to the HFR Project. For each phase, briefly describe any four (4) tasks and/or actionable items in the context of the project. You may make reasonable assumptions where necessary, including the support needed from CDC internal departments, work to be outsourced to external parties, tasks, and actions to be taken, costs estimations (in Singapore Dollars) and durations, with justifications. You must also consider reporting progress and performance to the management.   

Notes:  

• To produce a good report, it would be good to do some research on commercial painting works.
