Question 1  

Developer has successfully bought the 999-year leasehold land for high-end residential development in Holland.        

Details of Land Parcel: 

Cost References of Singapore Construction Cost Data:   

• Residential $4,800 per m2 - $6,240 per m2 (latest as at Q1 2025) 
• Basement carpark $2600 per m2 
• Assume an average of 900 m2 per dwelling unit.
• Architect advised 45 m2 per carpark lot. 
• Additional piling cost due to proximity to MRT tunnel (5% of building construction cost, excluding LRA) 
• Incremental cost for sky terrace is $900 per m2  

(a)  Derive the estimated total Gross Floor Area and Construction Floor Area for the proposed development. (5 marks)  

(b)  Demonstrate your understanding of cost estimating by deriving a ballpark estimated construction and development cost range of the development in the inception stage based on the preliminary GFA allocation and the assumptions above. To derive the development cost per sqm GFA.   (15 marks)  

(c) Explain with FIVE (5) reasons for setting aside a 10% contingency allowance.     (10 marks)  

(d) Explain to the Client that the implications of external factors and economic policies will impact the construction in Singapore, i.e. construction cost.   (10 marks) 

Question 2  

As the Quantity Surveyor for the residential redevelopment project,  you had previously advised on the cost estimate in the concept stage (refers to Q1).  The project is now in the design development stage, preparing the cost plan and cost targets to manage cost control during design development based on past projects.

(a)Formulate the cost plan with cost targets to update the client and project team with an updated Elemental Rate.  

Update the cost plan with the basement cost estimate and the additional project-specific requirements (upper range estimate) that were presented in the concept stage. Total construction cost excludes professional fees, site preliminary investigation works, authorities’ submission cost and land cost. (20 marks)  

(b) Explain the reasons for the higher preliminaries that were found in the past project cost plan that was awarded in Q4 2020.   (5 marks)  

(c) Explain the project factors that could affect your cost estimation using the past cost plan.   (5 marks)

(a) Explain the methods of cost estimating at the concept stage, design stage and pre-tender stage.   (15 marks)  

(b) Discuss the pros and cons of using the elemental cost plan as a cost estimating technique at the early design stage.   (15 marks)
