Housing Association Property: a business case for sustainable living 

Scenario 

In response to the rising demand for re-housing key workers, a responsible Housing Association in the United Kingdom acquired five properties within a twenty-mile radius of Glastonbury town centre, the BA6 postcode, to expand its portfolio. 

The properties must align with the United Nations Sustainability Development Goals (UNSDG) as part of the project's requirements. The Housing Association would like to implement certain changes to the properties to convert them into 'sustainable ' living spaces with a unique style and modern comforts. They have provided us with a specification sheet of the interior with a list of 'items ' and 'required (please see the assignment folder on SurreyLearn).

Project Team 

As a team of five, put together a detailed project proposal plan (schedule, cost, and more). Each team member is responsible for putting together the cost and schedule estimate for an assigned property. Each property is assigned alphabetically by last name. Each team requires these estimates to complete the agreed tasks on page 4 of this brief. 

Each Project team is required to submit only ONE project proposal report. Teams are expected to nominate a person to submit the report. 

Your proposal report is competing with the other teams. So, it is important to present realistic competitivemarketestimatesand underpin your work with the competent application of project management techniques from this module, with relevant references to help demonstrate professional employability skills that will make the project owners select your team's proposal. 

A list of constraints and an outline of agreed project tasks are provided below. As a deliverable, your team is expected to produce and submit ONE project proposal report (and its supporting files) by the 7th of May 2025. The report MUST provide a sound insight into the project's lifecycle (and activities). 

Key constraints 

The start date for the project is the 7th of June 2025, a month after submitting the proposed plan. 
The plan must include: 

  • Double glazing windows and doors in all properties starts on the 24th of June 2025 (booked and cost already agreed with the relevant contractor)
  • Installation of Air-Source Heat Pumps in all of the properties
  • Installation of 1800 Litres, Direct Pressure Underground Rainwater Harvesting Systems in all of the properties (estimated cost and lead time).
  • Installation of Energy-Efficient light systems in all of the properties
  • Installation of Security systems, Smoke and Carbon Monoxide Alarms in all of the properties (cost already agreed with the relevant contractor)
  • Inspection for Energy Performance Certification (EPC)
  • Clearance and recycling of all generated waste must be completed before the photoshoot 

The budget for the entire project is the sum of the actual cost of items and estimated work costs. The cost of some items is already provided, some are incomplete, and some are missing (communicating with your team to tackle this problem will help). Where required, a rationale for any additional costs must be clearly stated 

All the project costs must be appropriately documented. This includes, but is not limited to, costs for items and work (see the specification sheet in the assignment folder) 

Agreed tasks 

The Housing Association wants the following information included in your project proposal as outlined below: 

Introduction 

  • One-page brief discussion on the Project Lifecycle used to structure the entire project.
  • One-page scope statement of the entire project
  • One-page Work Breakdown Structure showing how the budget for the entire project will be apportioned 

Summary table for the detailed plan 

  • A table showing the summary of estimated costs, duration and the critical path for each property and the overall Project. 

Analysis of the entire project 

  • Stakeholder analysis and a communication plan for the entire project, showing how you would engage with the key stakeholders
  • The strengths and weaknesses of your project team's Belbin® roles/team DNA
  • A financial analysis and possible projected profit (The housing association would like your input on this investment)
  • Risk analysis for the entire project, showing the risks from each property, and constructing an outline project risk register
  • State how the project costs and key activities will be monitored and controlled

Recommendation(s) 

  • How your team structure and Belbin®roles/team DNA will deliver the project successfully
  • The probability that this project can be completed before winter. 
  • Any other convincing recommendations (s) from the analysis performed by your Project team? 

Project Assumptions 

Your team will need to make some assumptions (in parts) to enable the cost of the project to be estimated. You must ensure that these are justifiable, logical and consistent. They must be presented in your project planning report. 

Detailed plan (submitted as separate files) - see page 9, submission of work, for instructions 

  • A table, preferably MS Excel, showing cost/duration estimates
  • An individual Gantt chart schedule per property constructed using MS Project to determine an estimate for the cost and duration of the tasks identified in the project and the critical path (within ±10% of the specifications where applicable)
  • A group Gantt chart schedule for the entire project. 

Project Deliverables/Milestones 

Each project proposal planning report must be submitted via SurreyLearn by 4:00 p.m. on Wednesday, May 7th, 2025. Deliverables and milestones are expected within the project, and your team will need to advise the Housing Association of these in your report.

You are not expected to contact anyone outside of the university without making it clear that this is a theoretical undergraduate assignment that will not take place. 

Assignment Requirements and Assessment: 

Team Project Planning Report: 4400-word count limit 

(The 'Total Mark' for this assignment is worth 70% of the overall Module Mark) 

Each team should submit a written report according to the Assignment Brief. This report should include all elements of the concepts discussed during the module's lecture sessions and a Diary of Activities as an Appendix. 

This should be submitted in SurreyLearn by 4:00 PM on Wednesday, 7th May 2025.
