At a macro level financial management involves understanding how different health systems are organised. With reference to two different countries describe the following in your discussion:

•  Introduction of both health systems
• Human and physical resources of each (using OECD recent data)
• How both systems are financed 
• Is health care is provided as a ‘right’ or according to ‘need’. Discuss this for both countries highlighting the positive and negative aspects of both systems.
